So apparently it is illegal to not report a crime that you witness against a child.

Ok, that's a good a law until you realize that it only applies to children 14 or younger!

Who in the hell decided that 14 and youngers are children??? I always thought a child was that until 18. And why wouldn't it be a law that applies to anyone of any age??

If you see anyone of any age being victimized, pick up your fucking phone and call for help. Jesus Christ people! In this day and age when people are born with a cell phone in their hand there is no excuse! DO IT!
